School Law Partnerships: Safety in Cooperation
Prior to the 1950s, courts operated on the assumption that educators acted in loco parentis, meaning they had a parent’s complete authority and a responsibility to act on behalf of the student. Although law enforcement officers were held in high respect, educators were exempt from telling law enforcement authorities about student crime. Criminal activity in schools, which was expected to be minor in nature, was handled in-house. The presumption was that if an educator summoned the police, either the educator failed his or her obligation to provide proper discipline, or an emergency had occurred, requiring training the educator did not have.
Based on this presumption, a law enforcement officer summoned to a school on official business was logically presumed to be in charge. Or was the educator presumed to be in charge? This situation led to the question, “Who is really in charge here?”
In this session, participants will
David Dodd, principal of the Magnet School at Richardson High School in the Richardson Independent School District, began his career in the district as an elementary science and math teacher. Teaching gifted and talented classes at Hamilton Park Pacesetter Magnet, he helped develop advanced curriculum for the district. After serving as Coordinator of Advanced Academic Competitions, he then became an assistant principal at the high school and junior high school levels. Mr. Dodd received the 2009 National Association of School Resource Officers (NASRO) Safe School Leadership Award for administrators.
La’Evening Woodard, currently assigned to Richardson North Junior High School in the Richardson Independent School District as a school resource officer, began her career with the Richardson Police Department in 1993. Promoted to police officer, she was transferred to the Investigative Operations Division, where she was assigned to the Youth Crimes Unit, investigating criminal offenses involving juvenile offenders and juvenile victims. Ms. Woodard has received specialized training in interview and interrogation techniques as well as training in juvenile crimes. The recipient of several awards from police organizations, she holds an Advanced Peace Officer Certificate through the Texas Commission on Law Enforcement Officer Standards and Education (T.C.L.E.O.S.E.).

Bringing Your Brain to School

Paige Conley is now the Education Development Coordinator with the Salesmanship Club Youth and Family Centers in Dallas. Before holding this position, Ms. Conley was principal of J. Erik Johnsson Community School, a teacher trainer as a part of the RISD Teachers’ Cadre in the Richardson ISD, and an elementary teacher Richardson ISD and Kerrville ISD.
Dr. Karen Norris is currently the Professional Learning Coordinator at the Institute for Excellence in Urban Education in Dallas, TX. As such, along with other responsibilities, she organizes and leads professional development experiences with cooperating educators, collaborates with the professional staff of J. Erik Johnsson Community School to align a TEKS-based curriculum using Understanding by Design curriculum framework, and facilitates field experiences at the school for aspiring teachers. Having earned her Ph.D. from the University of North Texas, Dr. Norris is also an adjunct faculty member at El Centro College in Dallas.

How Does PEIMS Impact My Campus? What All Administrators Need to Know
PEIMS- What is it and why do administrators need to know about it? This training is designated to provide administrators a basic understanding on the elements of PEIMS (Public Education Information Management System) and the connections of this system to State and Federal Programs, Accountability, Performance-Based Monitoring and Funding Issues for schools.
Participants will leave the workshop with basic tools, resources and strategies for implementation as they gain an understanding of the importance of the data required by PEIMS and the ramification of “dirty data .”

Elementary Mathematics in Action
In this session, participants will observe research informed practices that will promote application of learning through critical thinking and problem solving. The presenters will demonstrate quality lessons by using videos of elementary classroom students solving problems using manipulatives and pictorial models. This session will also provide the PDAS appraiser with characteristics of effective instructional practices that can be used during walkthroughs and formal observations. Participants will
Penelope Hoard serves as the elementary mathematics consultant for Region 10. She is an award winning educator with 13 years of experience as a classroom teacher and staff development instructor. Her recognitions include being named District Teacher of the Year in 2007. Ms. Hoard comes with experience that includes working with elementary and middle school campuses with high percentage of low socioeconomic students. Prior to coming to Region 10, she served as mathematics department chair on a middle school campus that was named by Texas Monthly magazine as one of the best middle schools in Texas.
Harold Kellogg serves as a program coordinator for the Division of Administration at Region 10. Prior to coming to Region 10, Mr. Kellogg was a principal in the Richardson Independent School District. He received his Bachelor’s degree from the University of Missouri-Columbia and his Master’s degree from Texas A&M-Commerce.

Avoiding Discrimination in Building Relationships
What happens when discrimination occurs in a public school setting? There are many ways that discrimination can damage relationships, whether among colleagues, among students, or even parents and community members. As a school administrator, how do you protect against having discrimination creep into the relationships in your building? Come and learn about what case law has to say about the particular acts or omissions that constitute discrimination. You will also learn how to respond to a charge of discrimination, whether it is brought up internally through your school district's grievance process, or by an outside agency, such as the EEOC (Equal Employment Opportunity Commission) or OCR (Office for Civil Rights).

Dr. Todd Whitaker is a professor of educational leadership at Indiana State University at Terre Haute, Indiana. He has spent his life pursuing his love of education by researching and studying effective teachers and principals. Prior to moving into higher education he was a math teacher and basketball coach. Dr. Todd then served as a principal at the middle school, junior high, and high school levels as well as a middle school coordinator. He is the author of 21 educational books, including the national bestseller What Great Teachers Do Differently. Other titles include Dealing with Difficult Teachers, What Great Principals Do Differently, and Dealing with Difficult Parents. One of his latest books, Leading School Change: Nine Strategies to Bring Everyone on Board, is the basis for his motivational, yet very practical session.
